Tribute by Vibeke Marøy Melstrøm

My name is Vibeke Marøy Melstrøm. I am one of the founders of Uloba – Independent Living Norway. After 15 years I have just stepped down as the general secretary and now I serve as an special advisor to the management along with sitting at the board. I have also been a member of the board of ENIL, and served for a period as co-president.

As someone who has spent many years immersed in this work, I have had the honor of crossing paths with some remarkable individuals—but few have left as profound a mark as John Daniel Evans.

First Encounter: A Meeting That Set the Course

When I try to recall the very first moment I met John Evans, the details blur—as is often the case after years of meetings, conferences, and collaborative work across Europe. It was likely during an ENIL (European Network on Independent Living) board meeting or perhaps at one of the early European conferences. While the specifics elude me, the impression John made did not. Even in those early days, his clarity of vision, unwavering conviction, and genuine warmth stood out among a sea of passionate advocates.

John’s Impact: A Champion for Disability Equality and Independent Living

John Evans has been nothing short of a pillar in the struggle for disability equality and the promotion of Independent Living—not only in England, where his leadership helped shape national policy and attitudes, but throughout Europe as well. He was among the first to articulate the idea disabled  people are experts in their own lives and must have the power, resources, and autonomy to make decisions about their own futures.

His advocacy was both visionary and practical: John played a key role in developing and spreading the philosophy of personal assistance, peer support, and self-determination. Through his efforts, countless people gained the tools they needed to escape institutional settings and live full lives in the community. His influence can be seen in both the legislative changes he helped drive and the countless individuals he empowered by example.

Personal Reflections: Inspiration, Mentorship, and Friendship

John has been much more than a colleague in this movement; he has been a source of inspiration and guidance for me personally. His mentorship was never about giving directions but about encouraging others to find their own path, to believe in their abilities, and to challenge the barriers—both internal and external—that stand in the way of equality.

There were many moments when I doubted my own capacity to make a difference, but John’s steadfast belief in the mission—and in the people around him—continually renewed my sense of purpose. Whether through a thoughtful conversation over coffee or his compelling presence at a conference podium, he had a rare ability to motivate others to aim higher, push harder, and never settle for less than full inclusion.

Dedication and Leadership: A Mission with Unwavering Confidence

What always struck me about John was his absolute dedication to the cause of Independent Living. His confidence was not the loud, self-congratulatory kind, but the quiet, deeply-rooted certainty that comes from a life of conviction and experience. He never wavered in his belief that change was not only possible but necessary. Even in the face of setbacks or slow progress, John’s resolve never faltered. His ability to bring people together, to listen, and to lead by example has been a guiding light for so many of us.

Conclusion: A Lasting Legacy

Reflecting on John’s life and work, I am filled with gratitude—for his leadership, his friendship, and the indelible impact he has had on my own journey. John has not only shaped the trajectory of the Independent Living movement; he has shaped the lives of all who have had the privilege to know him. His legacy is alive in the freedoms we have won, the communities we have built, and in the ongoing struggle for equality that he inspired us all to carry forward.
