Tribute by Elena Pecaric
John Evans attended our protest in 2008, urging the state to provide personal assistance and systematically regulate their right to independent living. He joined us on a march through Ljubljana, but when he arrived at the hotel room, he was met at the reception with a large envelope containing pictures from the protest he had participated in and a controversial YHD study.
In this way, he practically experienced the power and methods of operation of the National Council of Disability Organizations in Slovenia. From that moment onward, we nicknamed the then-president among ourselves 'Čaušesku.'The controversial study was printed in both Slovenian and English and distributed to all relevant institutions in Slovenia and at the EU level in all key bodies dealing with disability issues. The cover featured the coat of arms of the Republic of Slovenia and was considered an official stance of the Republic of Slovenia or the Government Council for the Disabled. The YHD association sued the state because in 2007, the government's council for the disabled issued an analysis titled "Social and Ethical Activities of YHD," which YHD considered offensive. According to the association, the publication contained offensive and false statements, and therefore they sued the state. The District Court in Ljubljana, after the main hearing concluded, ruled on April 16 of this year that the state must pay the YHD association 14,000 euros along with late payment interest accruing from September 11, 2007. YHD characterized by brutality The publication about YHD's activities, according to their belief, harmed the reputation and good name of the association, its members, and representatives due to false and offensive statements. In the disputed study, the association is accused of dishonoring and undermining existing social values, harming other disabled people in Slovenia, and that the president of the association, Elena Pečarič, misleads the public, the district court notes in its ruling. In addition, the association is accused in the analysis of deliberately harassing selected subjects and stalking selected individuals, of meddling abroad, and expressing negative opinions about Slovenia. The study concludes that the association is unbalanced in its actions and fragmented in content, and further, that it spends public money inappropriately by undermining disability organizations and for the 'general destruction of the Slovenian welfare state.'
Furthermore, the analysis accuses the association of deliberately harassing selected subjects and stalking selected individuals, of conspiring abroad, and expressing negative opinions about Slovenia.
